I believe both are essential for strategic advancement for certain websites, since it helps to promote and expose both on-page and off-page.. which is also effective in many various ways.. like ranking and such....

I have a website that is optimized for the search engines and I have not done too much with promoting the website but it ranks on the first page of Google, so I would say 70 to 80% on page optimization and 20 to 30% off page optimization.

you don't have to choose either of the two, a good seo is focusing on all the aspects from on page to off page optimization.

This is a very long discussion.

According to my experience in seo, off page optimization especially link building can boost your ranking in SERP in a very short period of time not over night but yes it will be faster.

There was a time when you only need to do on page optimization but now time has changed and you need to cover both sides of the coin.

The Most important thing is the site layout, navigation, design or you can say usability. then comes optimization may it may be on page or off page and both are equally important. Two sides of the same coin.
