If you want to increase your link popularity, you need to (1) get more links that (2) come from more sites, because popularity means the number of people who like you, not how many times one person likes you, and (3) that are respected by the search engines you want to impress. That's kind of like saying if you want to fly, you should don't fall. Just keep in mind that you need links from a wide variety of sites, not just a bunch of links from one place.
What Chris does is zen and the art of being on the web. Sometimes the harder you try to do something, the harder it is. Chris isn't trying very hard, he's just doing. He's "in the zone". The guy is amazingly brilliant (stick around and you'll pick up on that!), and he's got talent in an area that a whole lot of people find interesting or important. So people visit his site, and when they find something useful, some of them write about it on their blog.
My blog has a pretty wide variety of topics. Sometimes I write about science, sometimes programming, sometimes politics. I try to do my readers a service, so when I find something outstanding, I bring it to their attention. I'm sure I've linked to Chris's sites before, because they're the kind of info my readers will generally benefit from. You need to provide that kind of value, to get links that are worth having.
