I do all of the above. I also make sure that I use the alt tag for my images.
I have a website that ranks at or near the top of Google for most keyword search terms and I modified the title, I didn't change the whole title just part of it. Once Google crawled my website, my website rank dropped like a rock. My website could not be found on Google for most keyword search terms after I modified the title. Luckily I was monitering this and as soon as I saw that Google had crawled my website I changed my title back to what I had originally and my high search engine ranking was restored. I didn't make any other changes to my website, just to the title. So there is your answer. This happened about 2 months ago.

These all are very important for the SEO point of view but i am mostly focus on content of site. If you have good enough content for your site than it helps you to get SERP for your key words.
