15 keywords is not that big of a deal depending on the size of your website. Keywords are based on content so if your content can support multiple use of each keyword then you have nothing to worry about.
Just make sure you are spreading the keywords out per page. Use your most generic keywords (2 or 3) on the home page and then use more specific keywords on interior pages; each page would have the keywords that most closely relate to its content (again keep it to like 2 or 3, i can't stand when people list 25 keywords on a page thinking they will get up on all of them)
Once you have all your on-page optimization done then start doing some link building with anchor text that matches your keywords. Whatever you use for your anchor text, make sure that is leading to the appropriate page in your site that is optimized for that keyword.
