I know that search engines read the content within <noscript> tag's but i'm interested in knowing whether it values it or just considers it a way of cloaking flash.

Can anyone provide any insight into this?

From what I have read, most search engines either ignore or decrease the relevancy of content inside <noscript> tags due to its potential for abuse by spammers.
