Stop focusing on building links from "PR4, PR5 sites." Just build relevant links. Who cares if they're from sites that have no PR?

google does provide a useful tips, just look at their support section, or you could check wikipedia for that..

That's not my point.

Build relevant links from PR0, PR1, PR2, PR3, PR4, PR5, PR6, PR7, PR8, PR9, and PR10 sites (if you dare). You don't have to have a minimum PR criteria for your link building efforts.
