It's just someones collection of imaginary numbers. As with all numeric values, utterly meaningless without some kind of comparative scale or reference point.
Simply the usual formulaic drivel that will lead people down the wrong path totally. Trust me. I've been there and done the "SEO by numbers" thing.
It did work back in 1998 and was still usable up to a point till around 2003/2004.
Search Engines get "smarter" all the time. Internet users and buyers get smarter and more demanding, "bombing" a page into the SERPs that doesn't convert is just "willy waving".
All this formulaic crap is based around what somebody thinks is "what search engines want".
Well, search engines want to show their customers the best possible pages for their query, so oddly enough, if you create a really good page for your customers it's more than likely that SEs will want to show their customers the very same page.
"SEO by numbers" relies on the principle of exploiting features of SE algos to show pages. Consequently, when the algo changes, even slightly, the house of cards collapses and you are back at square one.
Take the approach of providing what REAL customers want, then updates and changes will mean very little to you. You won't have the daily ritual of "rank checking" to see if you have bombed out, you won't have to wonder if today is the day that Search Engines don't "like" you, because if one page takes a hit, it's very likely that a different page will get a boost.
