Between the two - I would say the forum links (sigs) are better as I get more traffic from them than from other directories. As to conversions, directory links tend to send out more targeted traffic - although very minimal.

I would say in forums is better. Directories don't really count for anything anymore.

I think they are both needed, they are both creating backlinks, either of the two has played important roles in SEO.

but comparing dir links and forum links is like apples to oranges... both are good in their own ways, but not really a comparable subject.

I disagree

maybe you call it marketing, but I break seo in 2 groups.
on-site and off-site..
Marketing is much more then getting links with correct anchor text back to a site which is what off-site SEO would fall under..

If we consider the marketing mix (product, price, place, promotion) - on site SEO would fall under place, whereas SEM would fall under promotion

Each offers unique benefits and a balance of traffic. I would focus my efforts based on goals. Let's say I wanted to attract traffic to my site for a specific audience then I would increase my efforts at the directory or forum delivering what I want most. If I am purely looking at SEO ranking standpoint, then I would consider the density and stats before making a decision.
