I think relevancy should be consider first...A link with pr4 could be better that a link with pr2..but if it is not thematic to your website..then it is not going to help you a lot ..mainly in terms of quality traffic..

The PR 2 which is related to mine of course.. Because Id go for I think it will going to help my readers as well as for the searchers..
I agree with you. I rather choose PR2 that is similar with my content. This will be beneficial for some visitors for more useful resources, thus helping the site to drive more free traffic
A bit off topic, what about the fluctuation of PR?
It will make related site even more important, doesn't it?

It's not about how much PR does the other website has... It's about theme building. Building links with your related niche, is the best thing that you can do. Forget about PR because when you build the right neighbours, PR will be coming after you.
