Nope relevancy is NOT important. provided the anchor text used relates to the page being linked to, the topic of linking page / site does NOT matter.
What always amazes me is, the usual suspects rattle on about getting links from "relevant", "same theme" etc sites / pages. Then in the same post state that directory links are important. Well hello! both can't be true. Directories rarely have a "theme" are NEVER relevant to a specific subject.

Relevant should be considered in the advertising context.
Are car adverts relevant to football? Nope, but the people who watch football are likely to be buying cars.
Are paint adverts relevant to a show about fashion modelling? Nope, but the people who watch the show are more likely to be deciding on what paint to buy.
Know the target market of your site first, then decide if they would fall into the target market of the site you are considering getting a link from.
Monitor the visitors to your site from that link to see how well it does.
Do exactly the same with links OUT from your site, so you know what the people visiting your site might just be looking for. Use this data to improve YOUR pages.
SEO / SEM is a continuous learning process, and the best people to learn how it works best from are your own site visitors.
