Are you talking about publishing your own RSS feeds or about including feeds from other sources on your site?

Getting your RSS feeds out there in respective directories and published by bloggers/webmasters is a nice way to increase your deep link/link ratio.

I make it common practice on my sites to distribute them.

It certainly doesn't hurt.

Yahoo used to pick up RSS feeds quicker than any other method of submitting a web site. Not sure if that's still true.

No reason not to syndicate your content, even if you only syndicate partially (i.e. not the entire article/post)

If we're talking about blogging, I'd recommend publishing full feeds with HTML. If you're worried about content scrapers, split your posts, "Read More"-style. Make sure you reference an earlier post of yours in the text of your current post before you split it... scrapers who aren't stripping html will end up inadvertently giving backlinks to the earlier post you reference.
