You have some good points there keeping relevant and updated content on a website does help.

But what I find lacking with most of SEO is a plan that works consistently.

I find using the James Brausch method for SEO has worked best for me.

He has broken down the SEO to

20% url factors
40% on page factors
40% off page factors

By applying this I have achieve very good rankings fairly fast.

With the tools he provides this has helped tremendously especially using on page factors tool which allows me to check and tweak a page till it has as many factors possible in your favor.

I mention this because very little data backing up much of what is floating around about SEO is available. For a while several individuals provided this data now its buried.
