imho, they are a waste of time. Spend the time submitting to directories rather than SEs.

I would explain it in a bit different way...

Get several good backlinks and I guarantee search engines will index your site quickly (72 hours maximum) WITHOUT ANY SUBMITTING.

freetraff is right -- backlinks will do much more for you than any mass-search engine submitter.
