Can you clarify on what you mean. Are you talking of the links in the source file or between the <iframe></iframe> tags?

say i have a page rightbar.php iframed on my index page. The rightbar.php page has tons of links in it. Does each link in the rightbar.php take away (recieve part of) the PR of the index page? ... basically if I iframe most of my links internal and external... would the index and the links left on the index page have higher PR?

Any links in an included iframe source are going to count toward that included source... if its outgoing links... no it wont detract from the index page(IMO). I personally am starting to love iframes... have done some testing with them and found some ways to use them to an advantage. Play with them and see what you can do.

The page in the iframe will most often receive link popularity and pass it on the pages you're linking to. The only problem is that by having your links in and iframed page they'll only count once. If you had the links on each individual page they'd count much more. It's rather complicated to get a decent internal link structure with frames and iframes - so SEO wise I'd always recommend NOT to use frames of any sort.
