just do link building and eventually your rankings will improve.

Know where you want to be
write all the keywords that you want to be found on and make sure that you have plenty of content to cover all of these topics.

Quality content and link replies are abundant here...let's assume you have that. If you plan on being Top 10 for "web design" I hope you have a lot of money and a good retirement plan while you wait.

Try ads in local papers and publications in your area or if you specialize in a certain type of site (i.e. real estate) pitch to that industry through either banner ads or look for local real estate guides and get an ad in there for Realtors to find.

What Dave said. You're a kid, from what I've read (not that there's anything wrong with that). Keep your focus narrow and start by grabbing the low-hanging fruit. Start local in your area...target companies who are local businesses, build their sites, and show that you can do it. From there, if you do it right, word of mouth will usually take over (you'd be surprised at just how powerful word of mouth truly is).

The whole "link building" and "submit to high PR social bookmarking sites" is, quite frankly, a load of grade-A pig crap. If your site is that good and that much of a useful resource, people will take care of the submissions and links for you. That's where content comes into play...have something unique, original, and most importantly useful.

You really don't have much search engine indexable content (text) on your site, so it's going to be hard to rank very high for keywords other than your name. I echo the advice about starting local, but I think you'll need to make your site a little more professional and business-oriented in order to have it get you clients. The text that you do have really needs to be edited and having a welcome message can appear amateurish. You have a portfolio, which is a good start, but you might also want to mention that you are for hire (though you don't necessarily have to post prices).

Page rank is depend on how much backlinks your website have. The more good quality incoming links you have, the more PR you will get. So, if you want your PR to be high, Try to to some link building work. You can do social bookmarking and article marketing for getting quality incoming links.

seo is a long term process...

The following points are important, imo
1. Get more inbound links with correct anchor texts describing your page
2. Frequently update the contents in your site
3. Submit the sitemap.xml to google as soon as you update contents
4. Title of the site is very important - It should describe the contents without spamming
5. A good description with emphasis on the keywords, of course, with out spamming
6. Get more links form article directories by submitting articles to them
7. Participate actively in forums and leave the link of your site in the signature
