Yes, but your visitors can be getting packet loss when your not. It depends on the HOPS you go through to access the website.

Rather than using your own pc, try googling around for "ping website" and use the online tools. They will ping your site from different continent.

A trace route is really going to be more informative than a ping. But neither of these are terribly productive. If you do a little bit of homework before choosing a host, you'll be fine.

@techcdo - The ping feature in wordpress is a completely different type of ping than this thread is talking about. What you're asking is probably a better use of your time ... a lot of content management systems that live on the web server can send out notifications when you've published new content. Terry was suggesting how to look into how data moves between your web server and your computer as a client.

Here's a starting point for cms notifications aka pinging to tell of new changes:
