I am a novice at SEO, but here are two things that I focus on.
1. Make sure your keywords appear in your page content.
2. Aquire links from other relevant sites to yours.

That's too general a question, Dan. There are different aspects to SEO (website structure, copywriting, quality of links going to and from a page, competition, user experience, etc.) It's a lot like asking "how do I fix my car?" Well, what's wrong with your car? What do you want it to do? What doesn't it do?
It's usually best to evaluate on a case-by-case basis. So let's start with your car/website. What is it? What are your goals? Are they realistic? etc.

You'll pay your money get a bunch of utterly useless bandwidth wasting "visitors" and have no sales and no change in "ranking"

It doesn't cool the engine, so it overheats in traffic, and it stalls when it's idling. One of these days it's going to stall on one of the floating bridges. I brought it to a mechanic, but he refused to give me a quote; he said he could fix what's wrong, and something else will break in three weeks.
How did you know I was having car trouble? And what does this have to do with seo?

In order to rank well you better know first the basic criteria used by SE to index a certain site..
Try this stuff:
Meta Tags: it tells SE and spiders how you want your site to be indexed and it helps to improve your position in SE.
Link Trade: for spiders to see huge of links going to your site. Make sure it is related and a relevant site
Optimize also your Title tag.. much better to use up to 65 characters including spaces where you can place combination of your target keywords just avoid redundant KW.
I also suggest creating of quality content

The two main elements to boost your ranking would be site content and the quality and number of your inbound links.
Content can include, metatags, keywords, articles and your page design.
Avoid using images to represent important keywords as bots only read texts.
Avoid using too much html, css are much more SE friendly (more easily read by spiders).
And article marketing is the best way to increase one way links.

Shock advice coming from someone with an "article" site in their signature, obviously no vested interest there then.

Not all search engines, as what I know..
I used to read seo article and it is one of my basis in replying on every thread

WELL the google seo dance for google yahoo dance for yahoo msn hmm not sure here i think there a dance for this.
I still stand by the first steps of building a site
1.DOMAIN NAME = to be close if not the same as what you are selling as that get you top postion for even the biggest comption for a keyword
2. keep site simple to under stand for the crawlers ((google bots))
try to use good title for site with 2 or 3 main keywords that you think surfs will use to reach your site No stop word if possible (( and ,free, etc ect))
do the meta tags with your main keywords in the discription allso do mata tags for globle revist etc
keywords as well in your content on your site keep your links on the left hand side and static
