I disagree. It's more like everyone thinks they know that. Where's the evidence? Please provide us with the URL of the documented test findings.

When Google spiders a web site, it gets a feel for what the web site is about.

You are implying human intelligence and human qualities. Googlebot can not feel things. It can not make a subjective judgement regarding the theme of a page. It does not understand English. It can not "read". It just downloads the page into Googles database. You can see this by clicking on "cache" next to any search results.

If the web site linking to you is related, the link has a better chance of being picked up by Google...

As far as is publicly known, Googlebot follows all html links. This is why it is said that we don't need to submit our URL to Google; it will find our pages from links. It is not a matter of chance or luck or better circumstances. Googlebot does not prejudge the link, it simply follows it and downloads the next page.

...and will be more effective.

If CNN.com, (or some other PR9 site), links to an article on your site, you get a **** good link! And I'm sure you would link to them so that everyone knows they liked your article.
Or would you email them "I'm so sorry, my site has nothing to do with international news, (or whatever), your site is not related, therefore, we can not, we will not, link to you".
You are entitled to express your opinion, but please do not state it as though it were a fact chisieled in concrete unless you are prepared to show the evidence.
Thank you,
Bompa
