IMO, pop-ups can be used effectively, but they can be very annoying. Especially exit ads or pop-ups.

A couple of questions to consider before using this type of traffic generator:

• Is this site seen when browsers have pane killers, or pop-up killers?
• Do you want pop-ups with competitors sites listed?
• Is there potential for improper content compared to your site content?

I would rather use start-page traffic. At least people are opting in and they will see the site.
