we build dating websites in PHP/ MySql and we have some clients asking for a function that will allow their members to call a number and leave a message for a member and then that member is notified on the site.

then they would call the number and get the message

has anyone ever done anything like this or can point me into a direction

Sounds like a fun project...

I think you will need to find a good phone server and configure it properly. In fact, this has very little to do with php.

Try CommuniGate (communigate.com) They offer VoIP/eMail/IM servers and they're not too expensive. Not sure if they'll do exactly what you want, but I do know that their solutions have a solid API. I can vouch that their mail server (CommuniGate Pro) and customer service are excellent.

Some standard PBX systems might do what you need -- you just need to make sure it's programmable, and has an API you can interface with. Asterisk (http://www.asterisk.org/about) is GPL'd so you should be able to get it to do what you need
