I want to put like html tags into a title (hover comment) so its like

well you know the hover comment when you like put your mouse over a word and a beige comment box comes up and saus like hello in it.. is der a way to make some of that text bold in it?

Only if you use a javascript version of the text box

There're many ways to do. That's a javasript code, it can create a float box (tooltip) when a mouseover event appear. Try search overlib.js
