Does anyone know how to set up my windows PC to run PHP? I checked Google for a tut, but had no luck. If anyone knows of a good site that could help me out, that would be great

I use xampp for this - it installs Apache ( you need this to serve webpages locally), as well as PHP, PERL and MySQL.

I have not used xampp under Windows, but I have used it under Linux and it worked beautifully. If you just want PHP, you can download that and play with it, however, it would just be used like a scripting language instead of web based, more or less.

There is also another package I'd like to mention, EasyPHP. I've used this under Windows too, and it worked very well.

If you are running IIS as a service (in XP pro for example) you can use the windows binary installer which works well.
