You could get a free php/mysql account from polarhome.com if cost is a problem and host the forum on it.

not in this case, because it's already built in to the forum code and you just edit a file to choose which one to use.

Have you thought about finding a host that allows PHP?

I find it amusing that a host will not support one of the best languages around.
