I just made this site: www.collageengine.com

It's all done with GD, I was just wondering if anyone new of a way to randomise the display (as is now), but make it so there is only a certain amount of overlap (say 10% of the images).

IT's pretty cool though, all the images are pulled from google...

I don't know how to help you but I must say, that is a really cool concept! The collage actually comes out looking pretty good.

One thing that concerns me though, since your pulling the images from google many of them may be copywrited. I don't know what kind of legal issues you might face if you put this out to the public.
