Dreamweaver, as far as I know, has always been able to load .php files. It has syntax highlighting for it and everything. Do you mean that you can't view the code or you can't view the design as you're working with it?
If you can't view the design, that is because Dreamweaver isn't a web server and can't interpret the PHP files to display them on your screen like your web server does. You'll just have to dig into the code.
