I haven't used PHPBB but I have used SMF.
I like that SMF is free and easy to mod. There are plenty of addons and themes aren't hard to make or modify.
Another cool feature of SMF is the SMFbridge. It allows you to share user accounts between SMF and one of many popular CMS systems (Jooma!, Drupal, etc). Makes it a really good choice if your site is more than just a forum.
