I think only after your members ask for them. Make a thread asking them for some suggestions, because they're gonna be the ones posting in them.

Sometimes it's best to keep it short and simple. This goes for number of forums too. With your group it could go either way. Sometimes teens just want one big forum for everything, and other times they want a bunch of different forums. I don't think it matters as long as your members are happy.
