There is a maxim often used in business.
"You have to speculate to accumulate". Which basically means, you have to spend money to make money.
So if you have no money to get people to your shop to buy your products, you are destined to fail.
If you happen to be a town centre location then you may get curious passers-by but not many real buyers, and depending on what you sell and the profit margin it may be two or three years before you make enough to cover the cost of services, never mind the rent.
