I would say delete all together, except there's some ASP.NET code in there someone might find valuable. For that reason my vote would be to move it to the ASP.NET forum. It's really easy stuff and if you read the API you should be able to come up with this yourself.
But in fairness a lot of people are afraid of web service calls and all that. So it might give someone a valid jump start on trying to figure all that out and integrate this into their site. That little bit of legwork and code sharing is enough that I wouldn't delete this (otherwise it'd be trashed) but all the tool (which is workable) does is run a Google search, so it's really not SEO.
