I'd say the server is setup wrong or that your credentials are wrong.
Have you tried getting the code working on something without credentials and then try adding the credentials after. Sometimes it's easier to get something working and then add to it.
Also if I'm helping with a project at Dickenson University, I expect something for it.
While most email clients and servers can be configured to use port
587 instead of 25, there are cases where this is not possible or
convenient. A site MAY choose to use port 25 for message submission,
by designating some hosts to be MSAs and others to be MTAs.
Note that is says can be not will be.

The mail server admin would have to enable port 587 on the mail server.

i think it is firewall problem. or smtp server is not configure to accept request from your machine.
