In my opinion, Google is becoming more and more weighted towards the interpretation of language as opposed to links, which many people are obsessed about and frantic to build.
Google has made great advances in writing software that will translate one language to another. You can bet that some of this intellegence has made it into search algorythms.
Analysis of the European search results shows that European search engines (of Google) are more weighted towards links than the US results. In my opinion, the US is in an advanced phase of testing that the rest of the world will soon catch up to, kind of like a big beta test. Of course, it may be that in America, there are more business minded people that are quick to jump on any system that may give them an advantage, and links are easier to exploit than making relevant content. If this is true it may be that Google is attempting to neutralize this effect somewhat in the US market.
On the other hand, selling links (unless you are nofollowing them) can actually get you penalized, and probably won't garner you much cash.
