I'll give you a quote that you'll like: $0.00.
Why $0.00?
Because I'm going to do absolutely nothing.
Why am I going to do absolutely nothing?
Because there isn't anything I need to do other than to tell you how to do it yourself, and it won't take much. You need to do exactly two things:
1) Move the individual forums onto the index page. This will give your subpages, which contain your most original content, more prominence. This will also allow the subpages, in turn, to pass more PageRank back to your index page (since they'll have more PageRank in turn.)
2) Get more users to participate and post. The more they post, the more subpages you'll have that will feed into your home page, etc. and so on. This is your ultimate goal anyway, so you may as well go after it directly as opposed to obsessing over green pixels in a toolbar.
Others who have posted about external PageRank are right. It is a useless metric and not a ranking factor, so it's not even worth considering.
