I have just found a site that offers complete PDF versions of a few technical books on their blog site.

It's not obvious whether or not the PDF version is legally theirs or not.

In any case is it illegal for me to download the PDF if I can't determine who the legal owner of that PDF ebook is?
Is that even relevant?

Worse case scenario, what could happen?
I know the Recording Industry Association even with all their
resources is having a tough time in tracking down illegal copying of
digital audio and video media and then actually doing something about it.
I haven't heard of any similar efforts by book publishers.

It's not illegal for you to download it.
It is illegal for you to share it if you do.
