i was thinking to start a anime blog, but my worries is piracy... if I just link to the files or take videos from other site, is my site consider illegal?
If you take content from a website that does not want you to it is illegal. You can take Youtube videos and put them on your site because they allow this.
Just don't put the anime on your own hosting account, make sure who ever is hosting it is happy with it and willing to let you link to it. If you are REALLY worried then invest in some off-shore hosting.
Yes, your site is considered a pirate site if you link to it. Don't run google adsense or other similar ads that respect someone's copyrights on a site like that unless you want to get banned from them. Your host might also get complaints and take you down if they're the type to listen to those emails.
