Recently, the US government passed a law making online gambling in the US illegal (from what I understand). I own a Poker/Casino domain and I want to develop a topsite for other Poker/Casino sites. Would this now be considered illegal?

Online gambling is not illegal in america.
It is only HOW the process of the money getting to the account you use to gamble online.

There are a few sites open to Americans, due to a loop hole in the law and the businesses, such as Pokerstars and neteller having enough balls to stand up to 'The Man'

meanwhile, the UK have relaxed gambling laws. you could make a site where the terms of use say all users must be resitents of the UK

Yeah, as others have said, Online gaming is NOT illegal, you just can't transfer money from your bank to the online casinos.

Several sites are still accepting US customers and say they will continue to do so, Poker Stars and Full Tilt are two that I know of.

There are moves to have Poker classed as a game of skill rather than gambling, or to allow it an exemption under some sort of regulation, so who knows what the future holds.

Actually, the U.S. House of Representatives passed a bill last month to legalize online gambling and it is gaining traction in both the house and the senate, although as usual, there is a lot of politicing going on. Are they going to allow just poker or other games of chance and sports betting as well?

The traction is coming from the ability to collect taxes! The government sees this as a big new source of revenue.
