Is it possible to read/write files using Javascript. I am making a web portal that is all in HTML and Javascript. I am trying to make a notepad that reads .txt files and can make them. This would be great if someone could show me how to do this if it even is possible.

It is possible, but only if the code originated from the same place as the file you want to read/write. If websites could read and write local files, imagine how much of a security risk it would be!
