JavaScript disabled or not?

When does Windows (XP) allow JavaScript on the page and when does it block it? I'm thinking about doing various things, like embedding progressive downloading flash on my page, (which includes some JavaScript with the JW FLV MEDIA PLAYER from Jeroenwijering.com) ...and doing drop down menus, which all require at least some JavaScript. It seems like everytime I have JavaScript on my page Windows blocks it, but on everybody else's site it comes through without a hitch. What about that?

I can't really speak to Internet Exploder, but in FireFox, it blocks javascript when you go into the options dialog and tell it to block javascript.

With the Microsoft web browser, I think it has to do with the trust zones?
