There is definitely some skill involved in creating those images. However, if you look at them carefully, there is only black & white -- literally. No other colors. So one way (without trying it myself -- just talking here) to try this is to reduce the color depth.
Image > Reduce color depth > 2-color palette. I tried this just now with a photograph of my kid and it worked fine. It didn't turn out as well as the ones on the site, but with a little time preparing the image before the reduction in bit depth, I see how this could be done very well.
