I just anwsered this in Photoshop.

Change the opcaity of the image and make it so that it is layered behind the other.

E.g.

IMG1 (opacity = 70%) >(to) IMG2 (opacity = 90%)

Image 1 will be more "fady" than Image 2

You can also change the format of the layer, such as screen, overlay, hard light, etc.
