Adding too many backlinks at once can actually hurt your SEO efforts and site rankings, at least according to what I've read.

The links from Link Exchange Programs are usually super low quality too. So basically you're paying for nothing at best, and something that can hurt your site at worst.

I wouldn't waste any time with it, first you will fill your site with useless links, then get the same in return. Its lose lose.

Those programs are generally a waste of time and Google doesn't approve of them. There are probably some out there that will help your site rank better temporarily depending on your market and competition, but the web is also littered with stories of sites who primarily tried link exchanges only to wake up one morning and discover they couldn't find their site in search engines.

In other words stay away from link exchange programs and do something more constructive.

I don't know what SEO companies do that make them successful, I mean some will charge $1000s to do all the link exchanging for a website so it must still work if done correctly, right?

If done correctly, sure.

But "done correctly" does not involve looking at useless metrics such as "Alexa Rank", SGB PR or "traffic" guesstimates from other useless toolbars.

link exchange programs should be avoided as Google does not consider it and include you in spam activity. these link exchanges are basically reciprocal links and are discouraged by search engine. it is not the ethical and fair mean of building links. so it should be avoided else it would have an adverse impact on the ranking of your website.

WRONG, WRONG, WRONG, WRONG!!!!!!!!!!!!!!!!!!!!!

1/ Reciprocal/Cross linking/Exchanging links is NOT NOT NOT "bad for you site"!!! It is NOT a "spam activity"

It is THE REASON for your "link swapping" that is bad for the URLs in your website.

Every website that exists on the Internet uses cross-linking, but there it's called navigation, yet it is by it's very nature exchanging/cross linking
