With google changing the SEO rules everytime, I read from another forum that press release and article submitions are not the best way of getting links but the techniques which are un shakeble are forum posting, guest blog posting, bookmarking, blog commenting etc

The best way of link building is forum posting. Besides directory submission, article submission, social bookmarking etc is also important.

Google have NEVER, EVER CHANGED the "rules".
The "rules" have always been: Create your sites for USERS and don't try "tricking" the search engines.

Google has changed a lot over the last couple of years, Chris. Such updates as Google Panda and Penguin have targeted spammy sites and poor linking building techniques deliberately done to try and manipulate Google to rank better. You say Google hasn't changed, but it has changed dramatically. It's "way of thinking" might not have changed, however, the way it operates has.
As for do follow links, they most certainly do exist, and are what Google likes as a quality in bound link.
No follow links currently mean nothing in Google, however, other search engines can credit these links.
A prime example of a change in the last couple of years is Google now penalizing people using the same anchor text over and over to try and rank for that query better! You now have to mix up your anchor texts using a variety of terms so it at least looks natural.
Back to the do follow links: it's not quite as simple as just getting a do follow link to boost your rankings. You need the do follow link to come from high PR pages and also of a relevant niche for it to be rewarding

If Chris will excuse me: you're rather missing his point. Google has only ever said "make content that users want." They have their own algorithm to assess pages but they don't have "rules". You can behave in a way that Google admits (at some point) (for some period) will help or hinder your performance in their SERPs but that's up to you. You could call some things de facto rules but they all stem from the original guidance and commonsense.

Now it has become very difficult to create quality backlinks be it forums, be it articles, guest blog or whatever unless you have great and unique content to post in.

Link building is hard work. It's time consuming and with all the other social media that is available on the Internet you could spend all day tweeting,facebooking, article marketing, etc., etc.. Someone needs to come up with a better way. If you are willing to pay a VA to help you, then, you wouldn't have to work sooo hard. Getting traffic to your site is not difficult, in and of itself, but it is very time consuming.

Guest posting, broken link building, publishing link worthy content and good old networking will get you 'quality' links. Use a tool like SEO Spyglass to harvest all your main competitors backlinks and then go and acquire those links for yourself.

I stopped trying to link build years ago now, and it has not effected me negatively, I am reading this because I know I need more links, but none of the suggestions above have been efficient enough for me over the years. I will tell you what I do to get links these days.
Lots of social media buttons on the website, and lots of good content. This gets me lots of visitors, and some of them like my stuff so much they link it around the internet for me.
