I'm with views that Social Bookmarking have a great potential to get traffic as these sites are used by a high number of internet surfers, but for getting backlinks is a bit hard to agree. As most of the bookmarking sites provide Nofollow links.

Imo, the main use of social bookmarking is link building and SEO. It's true that some sites are now interactive and integrate voting features, which is assumed to attract active visitors. However, they don't equal the traffic that can be attracted by other means (social media for instance).
