I think to establish a Web Proxy site, I was wondering which is the best way to monetize it ? AdSense, CPM ?

Many proxies simply charge for use.

Charging for premium services is probably the best way to
do it. Personally, I'd like to see a proxy service that isn't
just a web based operation, but instead comes as a set of
browser plugins and rotates the IP addresses that are used.

If I could edit various HTTP headers and such during a
browsing session, even better.

There are way too many free proxies to charge. I use adsence for mine. Get around $100 a month.

Adsense is the best way to monetize your proxy site. It will probably earn money.
