would like to sign up more affilaites who are "really" promote our products. But how? Any suggestion?

Some affiliates just waste their time to sign up, but never promote your products. Actually, I don't know why they signed up initially. I made follow-up but no response.

Some affiliates signup thinking they will get rich quick by placing one link on there site but then realize they are making no money off it.
