i'm looking to move my website to the next level of traffic, and i think i've done just about all i can without paying anything for a single ad since i started my website.

what are the best sites to BUY ads? blogs, company websites, etc...

specifically, my website is a political site. i don't know what the best values are, and how to get the best bang for the buck...also should i get ads for a certain period of time, ads guaranteeing a certain number of clicks, etc...

I suppose your site is non-profit? Do you target any specific keyword? If yes, maybe you should consider Google Adwords. The best method to increase your traffic, in my opinion, would be to rank high in the SERPS. To do that you should build incoming links.
