I am currently using google adwords, because of the keywords I use, it is very high cost per click, so my return is not as high as I would like. My site is business lending, even when the banks cannot make a loan we usually can. www.capitalbull.com my page rank is still low, and I really need to figure out how to rank better too.

I don't have many experience with adwords but I've read that you can bid for similar but cheaper keywords than you are using with an add that states clearly what you are selling

yeah, try to use the clear ads plus don't forget to place the call-to-actions in it.
plus the keywords - choose the ones that have less competition, they will be cheaper and the people who search using this keywords are more inclined to actual purchases. it's just that there will be more of these narrow and specific keywords.

You may also want to try Yahoo Sponsored search. I advertise with both adwords and Yahoo and the latter seems to have cheaper keyword bids, at least for my keywords.
Also, like others already mentioned, try to go after less competitive keywords at first.

I will suggest you to go with other free ways. PPC is costly enough.
