You can try to deal with a link trade... Search for the perspective site that you want to trade links and email them. Directories offers reciprocal links and that's good also.

Submitting in directories with PR actually wont give you an link back with pr cause after you submitted your site to this directories it will be place not on the homepage which actually do have a pr... its 3 more deeplinks in the appropriate niche..better use social bookmarking sites cause if you are submitting good content there are chances that your site will have votes and be placed on the front page....

putting time and effort in is the main thing I think. you will need to create good enough content to make people want to link to (as said above), you can start with reciprocal linking and directories to get things started but i really would not recommend getting all fo your links fromt here - all of this takes time. there is no quick fix.
