I have in the past--when I owned part of an advertising agency. It may have been above what you're looking to do, but some concepts are still the same. Treat your website like any other business venture. Do your research and create the appropriate documents (business plan, market research, etc).
Once you have that, start looking around. How do you find investors (on the smaller level)? Mingle. Everyone you meet is a potential investor. Make it a point to go to functions, parties and so forth.
If you are hold up in your grandmother's basement, it's time to get out there and be social.
One point I would like to make. You are going to need to sell your investor on why he or she needs you. Are you valuable or just some guy with a general idea? If your site is not original in concept (new idea), then you need to have personal value of some sort.
