For my middle sized city i was considering making a forum; i do not believe one exists right now. at least not a good well known one. I would do the obvious things and try to generate traffic

What off-line advertising things should I consider doing? I mean Ive considered printing fliers and flier cars @ clubs and bars some friday and saturday night.

Hell, even flier cars @ high schools in the area. is that a bad idea? maybe posting fliers wherever stores would let me?

Fliers are the first thing that comes to mind, since all it requires is time, gas, paper, a design and a printer.... maybe a few friends who want to make some extra cash.

Obviously my first goal would be to generate traffic; register users; then id figure out how to profit off it.

Get one of those car decals for your URL if you can. That way, whenever you drive, you're a billboard.

Maybe talk to a local newspaper to see if they'll feature it as a story.

That's all that comes to mind off the top of my head.

thats a great idea, they would eat it up too because Im young (23) - i would say how i look up to people like mark zuckerwhatever.
