This is usually when the page being saved is ISO-8859-1 encoding but using UTF-8 (or maybe the other way around, it's been a while since I've had this problem).
The easiest way to fix, is open legal.php and open a blank page, copy it over to the new page and save it back as legal.php, if it still shows up, then there should be an encoding setting for the page that needs to be changed, if your editor can't do that, then get one that does, like notepad++, http://notepad-plus.sourceforge.net/
